However, although the lane-splitting bill managed to pass the Assembly with bipartisan support, only a few weeks later the legislature was tabled for the year.

The Details of the Motorcycle Lane Splitting Bill

The majority of California motorcyclists split lanes. Nevertheless, it remains a controversial topic among other motorists sharing the road with these lane splitting motorcyclists. This controversy prompted authorities to publish lane-splitting guidelines in early 2013. However, objections over the lack of formal rule-making process prevented the effort to go forth.

Assemblyman Bill Quirk, D-Hayward, the author of Assembly Bill 51, designed the lane-splitting bill to put these guidelines into law. The two main highlights of the bill are outlined below:

  • Motorcyclists cannot split lanes if riding in excess of 50 miles per hour
  • Motorcyclists cannot ride at speeds greater than 15 miles per hour than other vehicles around them

Although the bipartisan Assembly majorities backed the measure, it found no fans among motorcycle groups, who viewed the bill as too restrictive. They argued that lane splitting is already widely accepted in California. On the flip side, supporters of the measure, such as the Personal Insurance Federation of California, backed the measure based on the argument that lane-splitting rules would help reduce devastating accidents and improve public safety.
